Delhi heading for planned disaster
Warns Sunita Narain, director, Centre for Science and Environment: "With population pressure rising and ground water levels dropping, we will not be able to survive till 2010."

NEW DELHI: Circa 2021. 23 million Delhites will live cheek-by-jowl as compared to the current 14 million. 4.5 million vehicles will fight for road space from the present 2.2 million. Water requirements will jump to 8,349 million litres per day from 3,735 million litres. Urban land area will swell from 60,000 hectares to 110,000.
Welcome to India's fastest growing city.
"The plan will be successful only if it gives due importance to creating a mixed landscape comprising industries, hawkers, people from low-income groups and the middle class. Providing facilities exclusively for the rich and middle class will prove the death knell for this city," says Probir Purkayastha of Delhi Science Forum.
Town planner Gita Dewan Verma is equally indignant. "The Master Plan is a statutory document of a citizen's entitlement. The DDA has to explain why provisions made in the earlier plan, providing 5,000 hectares for industries, hawkers and low-income groups has not been implemented."
Since the City still survived in 2010 despite Ms. Sunita Narain's eco-terroristic threats, a well respected local planning expert Chauduri Hoti Lal and founder member of India Against Corruption wrote to DDA on 11/11/11 against MPD-2021 downsizings as follows.
This is in continuation of the letter under reference. My detailed objections/suggestions mentioned in para 5b(i) of the said letter were on norms for “Facilities’ in MPD 2021 Chapter 13 ‘Social infrastructure’. My response was one of the [7000-611= 6389] responses for which hearing was not duly arranged. It is pertinent that main contention of my objections relate to its reduction in land provision for facilities up to community level from 114 Ha in MPD 2001 to 88 Ha, most drastically for education (from 41 Ha to 10 Ha, further reducible to 4 Ha). With reference to CWP No.8954-59/2003 (MPISG & Org v/s DDA & Ors) I showed how MPD 2021 legitimizes the violations impeding the MPD neighborhood school plan for common school system. My overall contention — viz, that the land shortage claimed to justify reduction is imaginary is and the reduction is to divert community facility land to commercial / higher order uses and make us third class citizens in world class city.
My suggestion was to add in the Master plan provisions that priority would be given to the efforts made by local area groups for implementation of provisions of the earlier plan to fulfill the objectives of local level education facilities.
